Several parks here have these "wading pools" and are open various times of the week. They are free and there's a lifeguard there. It goes from about 1 foot deep to about 2, maybe 2 1/2 feet deep. We've only been to this one a few times because the weather has been so unpredictable, but it's a great free activity and you don't have to fill up your own wading pool! (And yes, they empty them every day)

How fun with the wading pools. We actually have a pool in Pyote, if you can believe it, but it's not at all kid friendly...a smallish pool that goes to 10 feet!
